Devastated, I reached out to the City Council about my situation and was told that while Pacifica needs housing, it also needs these taxes and there was nothing they could do. She contacted the right people who helped me understand my rights, as well as the legal requirements for conversions when building permits are required, which in this case, were not properly done.
